In partnership with the Cedar Trees Institute at the University of Victoria, IICRD developed a Theory of Change and Monitoring and Evaluation Framework to support a multi-faceted process consisting of several evaluative tools, methods, and methodologies to support the BC Office of the Human Rights Commissioner’s Baseline Project Framework in 2020.

IICRD’s Kathleen Manion and Lee Sentes worked with the BC Office of the Human Rights Commissioner to co-develop this Theory of Change (ToC) to outline the “how” and “why” of the work of the Office. This holistic, narrative summary of the Office’s intended goals and current scope of work, values, priorities, and issues of focus serves to also inform and evaluate their work.
